During an inspection with district leaders and representatives from the International Fertilizer Development Center (IFDC), Ssewandigi condemned the use of low-quality murram, which does not meet road construction standards. He also criticized irregular work schedules and delays that have hampered progress.
Ssewandigi directed contractors to immediately improve material quality and adhere to a stricter work plan to ensure timely completion.

The shs.1.6 billion project is a partnership between IFDC and the Rubanda District Local Government to connect Ikumba Subcounty and Nshanjare Town Council. Under the agreement, the district provides construction materials and machinery, while IFDC covers labor costs, fuel, and other expenses. However, both locals and district leaders have voiced concerns over material quality and the need for road expansion.
In response, Rubanda District Engineer John Habimana cited budget constraints as a key factor in the choice of materials, noting the challenges of sourcing high-quality murram locally. He assured the public that efforts were underway to revise the budget and secure better materials.

Meanwhile, Project Manager Abraham Kiganyira attributed construction delays to unfavorable weather conditions but pledged to reassess the situation and source higher-quality murram to meet residents’ expectations.
