RUKIGA: In a dramatic development, the Rukiga District Vice Chairperson Samuel Niwandinda has announced his intention to unseat the incumbent Chairperson, Mbabazi Robert Kakwerere, in the forthcoming National Resistance Movement (NRM) primaries.
Niwandinda accuses Kakwerere of incompetence and failing to deliver on key responsibilities, which he claims have hindered the district’s progress.
Niwandinda, who hails from Kabirizi Village in Kitojo Parish, Rwamucucu Sub-County, declared his candidacy on Monday during a press conference held at the White Horse Inn Hotel in Kabale Municipality. He expressed confidence in his ability to bring much-needed change to Rukiga District, which, according to him, has suffered under Kakwerere’s leadership.
Citing specific grievances, Niwandinda, who also serves as the Secretary for Finance, Planning, and Administration, as well as the Councilor representing Rwamucucu Sub-County, criticized Kakwerere for failing to retain staff, leading to a significant exodus of employees to other local governments.
He also accused Kakwerere of poor oversight of key government programs, such as the Emyooga initiative, the Youth Livelihood Program, and the Women Empowerment Project, alleging that negligence has stalled the district’s development.
Niwandinda further claimed that critical district commissions, including the Service Commission, Land Board, and Public Accounts Committee, lack the independence necessary to effectively deliver services.

Despite the criticisms, Kakwerere said that Niwandinda has constitutional right to contest for the chairpersonship. He dismissed the accusations as unfounded, noting that many of the issues raised by his vice chairperson had been addressed during district council sessions.
