The Vice President of Uganda and Katakwi District Woman MP, Rtd. Maj. Jessica Rose Alupo Epel, has urged Ugandan’s to elect visionary and service-oriented leaders committed to lifting communities out of poverty and promoting inclusive development.
Speaking during the burial of Agnes Juru, the LC I Chairperson of Central Ward, held at Okeriso village in Angodigod Sub County, Toroma County, on Friday, November 7, 2025, Alupo emphasized that Uganda’s progress depends on leaders who prioritize public service over personal gain.
“We need leaders who can deliver our people from poverty, not self-motivated leaders, but those who follow the example of dedicated local leaders like the late Agnes Juru,” Alupo said.
The Vice President’s remarks come at a time when political campaigns are intensifying ahead of the 2026 general elections. Her message underscored the need for integrity, teamwork, and accountability among both elected and aspiring leaders.
Championing People-Centered Leadership
Alupo commended local council leaders across Katakwi for their commitment to implementing government programs and mobilizing citizens to participate in national development.
She highlighted initiatives such as the Parish Development Model (PDM), Emyooga, Youth Livelihood Program, and Uganda Women Entrepreneurship Program (UWEP) as key pillars in the government’s poverty eradication agenda.
“As leaders, let’s continue informing communities about these government programs so that people understand what the government is doing for them,” she urged.
She reaffirmed government’s commitment to improving service delivery in Katakwi, citing upcoming projects in road infrastructure, education, and healthcare, including the establishment of a technical school and a Health Centre IV in Toroma County.
A Call for Unity and Accountability
Alupo stressed that leadership must go beyond winning elections, calling for a shared vision that promotes dignity, accountability, and development.
“This is not just about winning an election,” she said. “It is about restoring dignity and building a future where every citizen’s voice matters and every child has a chance to succeed.”
She also pledged personal support for the deceased’s family by taking on the education of Juru’s two sons, symbolizing her call for compassionate and community-based leadership.
Voices from the Community
Deputy RDC Katakwi, Vincent Xavier Okwi, applauded the late Juru for her dedication and urged aspiring leaders to maintain peace and fairness during the forthcoming elections.
LCV representative Hon. Angela Akebgo commended the people of Toroma for their support and appealed to parents to nurture their children in moral values. She also decried the impact of floods on road infrastructure, noting that while government provides quarterly funds for maintenance, several roads remain impassable.
NRM District Chairperson Robert Clare Okiror echoed Alupo’s call for unity and generational leadership, urging the youth to take up active roles in shaping the district’s future.
“As NRM, we are focused on building society and preparing future generations. Let’s continue supporting young people,” Okiror said.
Meanwhile, William Ilokot Dikan, the LC I Chairperson of Okeriso village, praised the late Juru for her exemplary service and called upon other leaders to emulate her legacy of hard work and community engagement.
In essence, Alupo’s message placed leadership and accountability at the center of Katakwi’s development discourse, urging citizens and leaders alike to focus on poverty eradication, service delivery, and inclusive governance as Uganda heads into another election season.
