The National Unity Platform (NUP) presidential candidate, Robert Ssentamu Kyagulanyi, popularly known as Bobi Wine, has accused the Chief Administrative Officer (CAO) of Kabale District of abusing public office by allegedly compelling civil servants to attend a campaign rally for President Yoweri Museveni.

This follows an official invitation dated 19th November 2025, in which Kabale CAO Ronald Mutegeki reportedly directed all civil servants to attend, “in person without fail,” a meeting to listen to President Museveni’s message on wealth creation.

The President is scheduled to hold a campaign rally in Kabale District on Tuesday, 25th November 2025, at Kigezi Lower Primary School playground.

Kyagulanyi condemned the directive, saying it violates the principles of neutrality in public service and undermines the rule of law by turning public officers into partisan political mobilisers.

“Civil servants must be non-partisan because they’re meant to serve everyone regardless of their political opinion. They must be treated with dignity and allowed to exercise their freedom of conscience,” Kyagulanyi said.

He argued that compelling teachers, health workers and other government employees to abandon their duty stations for a political event jeopardises essential services.

“Here is the Chief Administrative Officer inviting all civil servants in Kabale District to attend Museveni’s rally ‘without fail’. Meaning that on that day, public schools, hospitals and other essential public services are expected to close. The impunity!” he added.

Kyagulanyi further pledged that, if elected president, his government would restore the rule of law, uphold the independence of the public service and ensure that civil servants are not used as political tools by those in power.
