Police in Kabale District have issued criminal summons against former Kabale District Chief Administrative Officer (CAO) Ronald Mutegeki over allegations of forgery and mismanagement of funds under a Shs1.481 billion Green Climate Fund (GCF) project.

Mutegeki, who is currently the Luuka District CAO, has been directed to report to the Kabale District Criminal Investigations Department (CID) on August 17, 2026, at 10am to record a statement.

The summons, dated August 11 and signed by Kabale District CID officer Nelson Tumwine, allege that Mutegeki connived with the District Production Officer, Beda Mwebesa, District Internal Auditor Denis Maviiri and Assistant Inventory Management Officer Elly Niwamanya to forge project documents.

According to the summons, the officials allegedly falsified records to indicate that 399 heifers had been delivered to beneficiaries, yet only 297 were supplied, leaving 102 cows unaccounted for.
