The Head of the RDC Secretariat and Anti-Corruption Unit in the Office of the President, Maj. Martha Asiimwe, has rallied residents and leaders in Buliisa District to actively embrace government programmes aimed at driving socio-economic transformation.

Speaking during a mobilization engagement in the district on Friday, Asiimwe said the nationwide exercise seeks to assess the progress of government initiatives while strengthening coordination among political, technical, and security leaders.

She emphasized that the campaign is designed to ensure all citizens, from parish to district level, have accurate information about government programmes, how public resources are utilized, and how communities can benefit.

“The focus is on increasing household incomes, creating jobs, and moving Ugandans from subsistence living into the money economy,” Asiimwe noted.

Strong Support and Government Commitment

Asiimwe commended the people of Buliisa for their overwhelming support to Yoweri Museveni in the 2026 elections, describing it as a vote of confidence in the government’s development agenda.

Impact of Key Government Programmes

Highlighting progress under wealth creation initiatives, Asiimwe revealed that Buliisa District has benefited significantly from programmes such as the Parish Development Model (PDM) and Emyooga.

The district currently has 37 PDM SACCOs, which have received a total of UGX 13 billion, benefiting over 11,000 households. Additionally, 18 Emyooga SACCOs with more than 12,000 members have received UGX 780 million.

She also noted that safe water coverage in the district stands at 90 percent, with 118 out of 131 villages accessing clean water sources.

Call for Accountability

Asiimwe warned leaders and civil servants against corruption, particularly in programmes like PDM, Emyooga, and Universal Primary and Secondary Education (UPE/USE).

She condemned practices such as misuse of funds, shoddy infrastructure work, absenteeism among health workers, and illegal land evictions, urging leaders to remain vigilant and prioritize service delivery.

Education and Infrastructure Development

The government, she said, remains committed to improving education, with plans to recruit 50,000 teachers nationwide to strengthen free education.

In Buliisa, there are 31 government primary schools and four government secondary schools, all offering Universal Secondary Education. The district is also set to benefit from the construction of three seed secondary schools to improve access.

On infrastructure, Asiimwe highlighted improvements in the national road network, noting that travel time from Buliisa to Kampala has reduced significantly due to better roads. The government also continues to allocate UGX 1 billion annually to districts for road maintenance.

Health and Energy Sector Improvements

In the health sector, plans are underway to upgrade Buliisa and Biiso Health Centre IVs to general hospitals, alongside the construction of new health facilities in underserved areas.

Electricity access has also expanded, with eight out of ten sub-counties connected to the national grid. The remaining areas are expected to be connected in the next phase.

Peace, Security and Citizen Participation

Asiimwe emphasized that Uganda’s peace and stability remain key to development, noting that the country hosts over 1.5 million refugees due to its secure environment.

She called on leaders, civil society, and community structures to intensify civic education, promote environmental protection, and encourage public participation in government programmes.

“Government programmes are not a favour but a right. Citizens must demand accountability and actively participate in development initiatives,” she said.

Call for Unity and Service

Asiimwe urged leaders to promote unity and reconciliation following the recent elections, stressing the importance of teamwork between political and technical leaders to deliver services effectively.

She reaffirmed the government’s commitment to consolidating development gains and improving the livelihoods of all Ugandans.

“We are servants of the people. Our task is to ensure that government programmes translate into tangible improvements in the lives of our citizens,” she said.

The mobilization campaign continues across the country as part of efforts to accelerate socio-economic transformation and strengthen service delivery at all levels.
