The Kisoro District LC5 Chairperson Abel Bizimana has clashed with District Engineer James Karamira over allegations of misappropriation, favoritism, and biased service delivery.
The row escalated on Wednesday after Chairperson Bizimana discovered that four culverts originally designated for the Maregamo–Bizi–Gikangaga road in Bufumbira East were being diverted to Muramba Subcounty in Bufumbira South for maintenance works.
Bizimana, who is also an aspiring Member of Parliament for Bufumbira East, accused Engineer Karamira of defying district council resolutions. He labeled the engineer’s actions as politically motivated and harmful to fair and equitable service delivery.
He further accused Karamira of incompetence and colluding with other district technocrats to frustrate development efforts. Bizimana threatened legal action against those he claims are sabotaging service delivery in the district.

In response, Engineer Karamira dismissed the allegations, accusing Bizimana of politicizing service delivery to boost his popularity ahead of the 2026 general elections. Karamira defended his decisions, stating they align with the district’s official work plan and are intended to ensure balanced infrastructure development across all constituencies.

He urged residents to continue paying taxes, stressing that government revenue remains essential for improving service delivery in the region.
