Finance Minister Henry Musasizi has called for stronger collaboration between the Ministry of Finance, Planning and Economic Development (MoFPED) and Parliament to ensure public resources are translated into tangible development outcomes.
Minister Musasizi made the call on Saturday while closing the 12th Parliamentary Committee Retreat on Finance, Budget and National Economy, where he emphasised the need for closer cooperation in planning, budgeting, investment, financing and economic management.
He said improved information sharing and transparency between the ministry and parliamentary committees would strengthen oversight and accountability.
Minister Musasizi said MoFPED would continue providing timely and accessible fiscal and programme information, while parliamentary committees should enhance their capacity to scrutinise government policies, budgets and performance.
He also called for government reports to be concise, focused and digitally accessible, with emphasis on meaningful performance indicators to support informed decision-making.
The minister said national planning should guide financing, with budgets aligned to Uganda Vision 2040, the Ten-Year Perspective Plan, the Fourth National Development Plan (NDP IV) and Programme Implementation Plans.
“This should create a clear link between national priorities, resources, projects, implementation and results,” he said.
On public debt, Minister Musasizi stressed the need for prudent management of existing obligations and restraint in unnecessary borrowing to protect fiscal space for development.
He also urged government agencies to ensure timely completion of funded projects, warning that delays increase costs, undermine value for money and postpone the delivery of essential services to citizens.
He said Uganda must move beyond producing plans, budgets and reports to effectively using them to finance national priorities, strengthen accountability, manage debt and deliver measurable results.
“Public resources must translate into economic transformation, improved services and better livelihoods for Ugandans,” Minister Musasizi said.
He reaffirmed MoFPED’s commitment to working with Parliament and other stakeholders to improve the management and utilisation of public resources.
