Finance Minister Henry Musasizi has launched the National Lotteries and Gaming Regulatory Board (NLGRB) Strategic Plan, Client Charter and Service Delivery Standards, calling for stronger regulation, digital transformation and accountability in Uganda’s gaming industry.

The three documents will guide the work of the Board over the next five years and strengthen its contribution to Government’s agenda of domestic revenue mobilisation, technological innovation, public accountability and socio-economic transformation.

Speaking at the launch, Minister Musasizi said the documents are aligned with Uganda Vision 2040, the Fourth National Development Plan (NDP IV) and the Government’s Tenfold Growth Strategy.

He said the Strategic Plan, Client Charter and Service Delivery Standards represent more than policy documents, describing them as a commitment to accountability, innovation, responsible gaming and national development.

“The gaming industry continues to play an increasingly important role in Uganda’s economy. Through effective regulation, enhanced compliance, technological innovation and stronger supervision, the sector has expanded its contribution to government revenue, employment and investment,” Musasizi said.

The Minister urged the NLGRB to prioritise strengthening the national central electronic monitoring system, automating licensing processes, enforcing measures against illegal gaming activities and promoting responsible gaming practices.

Deputy Secretary to the Treasury Patrick Ocailap challenged the Board and its management to focus on implementing the new frameworks.

He warned that a strategic plan without implementation remains a statement of intent, while service delivery standards without compliance and a client charter without accountability risk becoming mere aspirations.

Ocailap urged the NLGRB to translate the documents into daily institutional practice and measurable public value.

The Chairperson of the NLGRB Board, Kenneth Kitariko, reaffirmed the institution’s commitment to professionalism, innovation and partnerships in building a fair, transparent and efficient gaming industry.

He said the Board would continue to strengthen regulatory compliance and integrate modern technologies in line with Uganda’s national development priorities.

During the event, Kitariko also handed over the NLGRB’s ISO certification to Minister Musasizi.
