PFF’s Bwowe Ivan Battles EC Over ‘Nonexistent’ Nakawa West Constituency, Seeks Unopposed Victory

Former Makerere University Guild President and lawyer Bwowe Ivan has petitioned the Electoral Commission (EC), seeking a declaration that he is the sole validly nominated candidate for the Nakawa Division West Parliamentary seat in the 2026 general elections.

In his petition filed in Kampala, Bwowe contends that the constituency legally recognized by the Electoral Commission is “Nakawa Division West” and not “Nakawa West,” as appeared on the nomination papers of seven other aspirants.

According to Bwowe, the other candidates, Nasasira Happy, Burora Herbert Anderson, Okuye Felix Ephraim, Okumu Vincent Norbert, Ssenyonyi Joel Besekezi, Kyambadde Wilberforce, and Rwamiti Apuuli, were nominated to contest for what he describes as a non-existent constituency.

He argues that since their nominations were made for “Nakawa West” instead of the properly gazetted “Nakawa Division West,” they are invalid, null, and void, leaving him as the only legally nominated candidate.

Bwowe’s petition further cites official documents from the Electoral Commission, including the gazetted list of demarcated electoral areas and his own nomination confirmation, to support his claim.

He now seeks several declarations from the Commission, including:

That “Nakawa West” does not legally exist as an electoral area for the 2025–2026 cycle;

That the nominations of the seven respondents were illegal and void; and

That he, Bwowe Ivan, be declared unopposed Member of Parliament for Nakawa Division West, in accordance with Section 19(1) of the Parliamentary Elections Act, 2005.

Bwowe who is the official Peoples Front for Freedom (PFF) Party Flag Bearer Candidate for Nakawa West Division, maintains that he fulfilled all legal requirements for nomination on October 23, 2025, and insists his petition is guided by the need to uphold electoral integrity and the rule of law.
