The Permanent Secretary and Secretary to the Treasury (PSST) at the Ministry of Finance, Planning and Economic Development, Dr Ramathan Ggoobi, has urged newly recruited staff to apply technical competence in the execution of their duties while upholding the values and ethical standards of public service.
Dr Ggoobi emphasized discipline, integrity, accountability, diligence, teamwork, professionalism, and confidentiality as key principles that should guide public servants in delivering quality service to Ugandans.
He made the remarks during the closing ceremony of an induction programme for newly recruited Economists, Accountants, Statisticians, Internal Auditors, Procurement Officers, Inventory Management Officers, and Microfinance Officers at the Ministry of Finance, Planning and Economic Development.
“Before you do anything, always ask yourself: Does what I am going to do safeguard public resources and advance the collective welfare of the citizens of Uganda?” Dr Ggoobi cautioned the new staff.
He further encouraged the recruits to work collaboratively across directorates, departments, and units, stressing the importance of teamwork and keeping public interest at the centre of decision-making.
Meanwhile, Dr Ggoobi revealed that effective the 2026/27 Financial Year, government expenditure on organizing public national celebrations and commemorative functions, including Women’s Day, Labour Day, and Independence Day, will be halted as part of broader expenditure rationalization measures.
He explained that only a few religious functions would continue to receive government funding.
According to Dr Ggoobi, President Yoweri Kaguta Museveni will instead address the nation through radio and television broadcasts from State House during such occasions.
He added that the funds saved from organizing public functions would be redirected towards financing government priorities, particularly the implementation of the Agro-Industrialisation, Tourism Development, Mineral-Based Industrialisation, and Science, Technology and Innovation (ATMS) agenda, as well as other key enablers.
