According to SP Magombe Reagan, the District Police Commander (DPC) of Nwoya, the arrests followed intelligence gathered during a meeting with members of local “Aguu” or ghetto groups who had recently benefited from plea bargain programs and served community sentences.

During the meeting, some members revealed that their peers were still involved in illegal activities, including defacing NRM posters.
