Buhweju District authorities have interdicted two engineers over alleged misappropriation of Shs37 million meant for road works in the 2024/2025 financial year.
The interdictions, issued by Chief Administrative Officer (CAO) Fred Kalyesubula on August 6, 2026, affect Senior Engineer Dicklus Twinamatsiko and Assistant Engineering Officer Samuel Nkwasibwe.
Twinamatsiko was interdicted after a special audit report dated October 20, 2025, indicated that he had been advanced Shs30 million to work on the Kabuga-Rushambya-Ekkorijo road, but the works had not been completed by the time of the interdiction.
According to the letter, the funds were allegedly diverted to the Kiisa-Matsyoro Road, which had a separate budget allocation, prompting the district to accuse the engineer of misappropriating government funds.
The CAO said previous engagements with the engineer to either complete the road works or refund the money had not yielded results.
“According to Uganda Public Service Standing Orders 2021, Section F-S, you are hereby interdicted from duty with immediate effect on grounds of misappropriation of government funds advanced to you,” the letter reads.
Nkwasibwe, on the other hand, was interdicted over Shs7 million that had been allocated for works on the Ndibarama-Kanshembe-Kishungwe road in Nsika Town Council.
The audit report indicated that only one kilometre of the planned four-kilometre road was opened, and the works were reportedly poorly executed, leaving three kilometres incomplete.
The district said the officer had been asked to either complete the works or refund the money, but neither action had been taken.
During the interdiction period, the two officers have been directed to stay away from office premises unless summoned and are barred from leaving the country without permission from the responsible officer.
They will also receive half of their salaries as investigations into the allegations continue.
The Principal Human Resource Officer was notified to implement the interdiction decisions.
