Uganda to Celebrate Little Persons’ Day as Gov’t Commits to Greater Inclusion

Minister Asamo appealed to government bodies, civil society, the media, and the public to stand in solidarity with Little Persons.

KAMPALA,UGANDA: The Government of Uganda will join the world on October 25, 2025, to commemorate the International Day of Little Persons under the theme “Raising Awareness about Dwarfism and Promoting Inclusion of Little Persons in Uganda.”

The announcement was made by Hon. Asamo Hellen Grace, Minister of State for Disability Affairs, who emphasized government’s commitment to promoting equality, dignity, and participation of Little Persons in all spheres of life.

According to the Uganda National Housing and Population Statistics (2024), the country is home to over 194,271 Little Persons aged 18 and above, 89,102 males and 105,169 females.

Little Persons, also referred to as Persons with Short Stature or Persons Affected by Dwarfism, often face unique challenges ranging from inaccessible infrastructure to social stigma and exclusion.

“Commemorating this day provides a vital platform to amplify their voices, dispel myths, and recognize their contribution to national development,” Hon. Asamo said.

Government Efforts Toward Inclusion

Hon. Asamo outlined several measures the Government has undertaken to empower Little Persons:

  • Legal Protection: The Constitution of Uganda and the Persons with Disabilities Act (2020) safeguard the rights of persons with disabilities, including Little Persons.
  • Affirmative Action in Education: Children with short stature are supported through both mainstream and special education programs.
  • Health Support: The Ministry of Health provides early diagnosis and specialized care for orthopedic and spinal conditions common among Little Persons.
  • Economic Empowerment: Through initiatives like the National Special Grant and Parish Development Model, which allocates 10% of funds to disability-inclusive projects, Little Persons are being supported to start livelihoods. Government has also earmarked UGX 50 million for a dedicated Myoga SACCO for Little Persons.
  • Partnerships: Collaborations with organizations such as the Foundation of Persons Affected by Dwarfism (FPAD) are helping raise awareness and build capacity.

Challenges That Persist

Despite progress, Little Persons in Uganda continue to face:

  • Inaccessible public infrastructure, including high counters, walkways, and transport systems.
  • Discrimination in health facilities, where incorrect medication dosage and childbirth risks are common.
  • Mockery and neglect in schools, where learners are subjected to demeaning treatment by peers.
  • Workplace exclusion, including inability to access biometric systems or ATMs positioned too high.
  • Cultural stigma, where Little Persons are treated as children or linked to superstitions.

National Celebration Set for Kampala

The national celebration will be held at Kampala School for the Disabled in Mengo. Activities will include:

  • Keynote speeches and cultural performances
  • Educational sessions on dwarfism and human rights
  • Panel discussions and policy dialogues
  • Success stories from Little Persons
  • Art exhibitions and interactive Q&A sessions
  • Launch of a dwarfism fact booklet

Minister Asamo appealed to government bodies, civil society, the media, and the public to stand in solidarity with Little Persons.

“Together, we can build a society where everyone, regardless of stature, is valued and empowered,” she said.
