KISORO: Kisoro Municipality councilors have clashed with Town Clerk Kisubi Ayubu over allegations of failing to finance a planned study tour. During a council meeting last Friday, councilors tasked Ayubu with facilitating the tour by March 2025.
Councilor Micheal Tumwizere of Nyagashigye ward proposed that the town clerk fund the tour, stressing its benefits, such as engaging with professionals, experts, and like-minded individuals.
Tumwizere argued that participating in the tour would demonstrate initiative and commitment to professional growth while developing skills like observation, analysis, and problem-solving.
Deputy Speaker Joachim Hakizimana supported the proposal, highlighting that tour visits provide hands-on experience, exposure to real-world applications, and enhanced understanding.
He urged Ayubu to facilitate the tour, noting its value for team-building, cross-cultural understanding, and socialization.
However, Ayubu focused on service delivery, emphasizing infrastructure development, public services, economic growth, and job creation.
He revealed that the municipality is struggling financially and cannot afford the over 20 million Ugandan shillings required for the tour, which he deemed a misuse of public funds.
The councilors were unhappy with Ayubu’s response, accusing municipal technocrats of mismanaging public funds. Tumwizere questioned Ayubu’s priorities, suggesting the town clerk favored technocrats over political leaders.
Kisoro Municipality Speaker Nkuruziza Geofrey Nsubuga intervened, urging Ayubu to allocate funds for the tour, stressing its importance in motivating leaders and providing a focused learning experience.
Ayubu responded that the tour would be facilitated only if funds were available and would include all municipal leaders and technocrats.
He requested patience until the last quarter of the 2024-2025 financial year and urged political leaders to advocate for the Markets and Agricultural Trade Improvement Programme (MATIP), which would help accelerate the development process.
