The Community Development Officer of Kyankwanzi Sub-county, the Chairperson, and Secretary of Kasoolo Nkawandwa Parish PDM SACCO have been remanded to prison over alleged mismanagement of Parish Development Model (PDM) funds in Kyankwanzi District.
The accused Mutyaba Henry, Ntemu John, and Kizito Moses were arraigned on Tuesday before the Kyankwanzi Chief Magistrate’s Court on various charges related to the misuse of PDM funds.
This development follows a directive by President Yoweri Museveni to Brig. Gen. Henry Isoke, head of the State House Anti-Corruption Unit, to investigate alleged mismanagement of PDM funds in the district. The directive was issued during the President’s recent Greater Mubende Wealth Creation Tour.
According to prosecution, Mutyaba, along with accomplices still at large, allegedly used threats and force to extort money from PDM beneficiaries in Kyankwanzi Parish, promising to register them in the PDM system. He has been remanded until May 21, 2025.
Ntemu and Kizito were charged with obtaining money by false pretenses. They reportedly solicited millions of shillings from hundreds of SACCO members, claiming they could facilitate access to PDM funds. Both have been remanded until May 6, 2025.
The trio now joins other suspects previously implicated in similar cases, including Ssali Damiano, Chairperson of the Lubiri Parish SACCO, and Sekamate Brian, a Community Development Officer, who were earlier charged with theft of PDM funds.
Brig. Gen. Isoke condemned the extortion of PDM beneficiaries and reaffirmed the Unit’s commitment to bringing all perpetrators to justice.
He also pledged to engage the top leadership of the PDM to consider special support for affected victims in Lubiri and Nyabweyo sub-counties.
