The Deputy Speaker of Parliament of Uganda, Rt Hon. Thomas Tayebwa, has emphasized that while the internet has become an integral part of daily life, it must be governed responsibly and through collaborative efforts.

Speaking at the launch of the Uganda Parliamentary Internet Governance Forum held at Mestil Hotel, Nsambya, Tayebwa underscored the importance of ensuring that Ugandans remain in control of the internet not the other way around.

The event was organized by the Internet Society Uganda Chapter in partnership with the Uganda Internet Governance Forum.

“The digital space influences everything from parenting to mental health. It is crucial that our regulatory frameworks promote safe, productive, and value-aligned use of the internet,” Tayebwa said.

He stressed the need for regional cooperation to address shared challenges such as high internet costs, limited access in rural areas, and the rising threat of cybercrime.

“I am encouraged by ongoing continental efforts to harmonize regulations, hold tech companies accountable, and ensure they comply with our laws, including paying their fair share of taxes,” he said. “Together, we can shape an inclusive, affordable, and secure digital future for all Africans.”

Dr. Chris Baryomunsi, the Minister of ICT and National Guidance, also spoke at the event, describing the Forum’s launch as timely and aligned with the Ministry’s ongoing efforts to expand the national fibre optic backbone across Uganda.

The Uganda Parliamentary Internet Governance Forum seeks to protect users from scams and cyber harassment, promote digital rights such as inclusion and freedom of expression and support the development of Uganda’s digital ecosystem and policy frameworks.
