The Judicial Training Institute (JTI), in partnership with the Uganda Legal Information Institute (ULII), has kicked off the third phase of its nationwide case-collection and uploading project in Courtroom 2 of the Court of Appeal.

Over the next two weeks, teams will identify, scan and upload appeal-court decisions that are still missing from ULII’s online database. The exercise is designed to broaden public access to jurisprudence, strengthen legal research and reinforce transparency within the justice system.

“This work is central to our mission of improving access to justice through digitisation and the systematic preservation of court decisions,” said Justice Andrew Khaukha, JTI’s Executive Director. “Open, reliable legal information is the bedrock of the rule of law.”

According to HW Joel Wegoye, Senior Magistrate Grade One and head of ULII, the workforce has been divided into four sub-teams, each tasked with uploading at least 500 decisions.

While the official target for this phase is 1,700 cases, Wegoye is confident they will surpass it: “Given the commitment we’ve seen, we expect to exceed 2,000 decisions by the end of the exercise.”

The effort is overseen by senior JTI officials, including Justice Khaukha; HW Lillian Bucyana (Acting Registrar, JTI); HW Dr Gladys Nakibuule Kisseka (Deputy Registrar, Research); and HW Esther Rebecca Nasambu (Chief Magistrate, JTI).
