Kabale District has reported notable progress across key sectors in the 2024/2025 financial year, positioning itself as a national development leader despite ongoing social and environmental challenges.
Delivering the State of the District Address during a council session at the District Council Hall on Friday, District Chairperson Nelson Nshangabasheija presented a comprehensive performance report, highlighting major achievements in infrastructure expansion, administrative efficiency, healthcare and environmental conservation.
Kabale’s impressive strides earned it recognition as the 4th best-performing district in Uganda during the national performance assessment. This achievement was further underscored by recent high-profile visits from President Yoweri Museveni, Vice President Jessica Alupo, and other senior government officials, signaling the district’s growing strategic importance in national development.
Looking ahead to the 2025/2026 fiscal year, Nshangabasheija said the district will align its development priorities with Uganda Vision 2040 and the Third National Development Plan (NDP III). The focus areas will include: Agro-industrialization, Tourism and private sector growth, Natural resource management, Urbanization and infrastructure development and Human capital improvement
To support these initiatives, the district has proposed a budget of Shs 59 billion. The Chairperson called for unity and collaboration among political leaders, councilors, technical staff, and development partners to consolidate progress and address lingering gaps.
While praising development achievements, Nshangabasheija raised concerns over a rise in crime, which he attributed to increased drug abuse and alcoholism. He urged the District Security Committee to step up operations and bring perpetrators to justice.
However, Arnold Ndagije, the Legal and Human Rights Officer for the Kigezi region police, offered a more optimistic outlook. He noted that crime in Kabale has actually decreased, citing increased vigilance by security personnel and community engagement.
