The Minister of Finance (General Duties) Henry Musasizi has launched the Capital Markets Authority Strategic Plan 2025/26–2029/30, a blueprint aimed at strengthening Uganda’s financial sector and driving long-term economic growth.
Speaking at the launch on Tuesday, Minister Musasizi emphasized that robust and well-regulated capital markets are critical for attracting both domestic and international investment.
“This event marks an important milestone in Uganda’s journey to build a strong, resilient and inclusive financial system that can support our ambitious development agenda,” Minister Musasizi said.

He explained that achieving the government’s Tenfold Growth Strategy will require massive mobilization of long-term capital to finance the Agenda for Transforming Uganda’s Economy (ATMS). With public resources alone insufficient, Minister Musasizi noted the need to fully tap into private capital.

Capital Markets Authority (CMA) CEO, Josephine Okuyi Ossiya, described the new plan as “a call to action” that places integrity and inclusivity at the center of Uganda’s financial sector.
CMA Board Chairperson, Saul Seremba, reaffirmed the Authority’s commitment to fostering a fair, transparent, and efficient market, capable of significantly contributing to the Tenfold Growth Strategy.
