Parliament has approved the appointment of Hon. Jessica Alupo and Robinah Nabbanja as Vice President and Prime Minister, respectively, paving the way for both leaders to serve second terms in the positions they held during the previous administration.
The approval, conducted in accordance with Article 108 of the Constitution, followed a parliamentary vote requiring a simple majority to endorse the President’s nominees. The sitting was chaired by the new Speaker of Parliament, Rt. Hon. Jacob Marksons Oboth, on Thursday, May 28, 2026.
Moving the motion for the approval of Vice President Alupo, Sheema South MP, Hon. Ephraim Kamuntu, described her as the most suitable candidate for the role, citing her extensive leadership experience in government, legislation, and the military.
Kamuntu highlighted Alupo’s previous service as Minister for Education and Sports, State Minister for Youth and Children Affairs, as well as her role as an instructor in military schools.
“She has served with dedication and distinction in the Executive, Legislature, and military, not forgetting that she served as deputy head girl and head girl in secondary and primary school respectively,” Kamuntu said.
He further praised her as a transformative leader and patriot with a passion for peace and conflict resolution, noting that she is currently pursuing a PhD in Peace and Conflict Studies at Makerere University.
Kampala Central Division Representative, Hon. Minsa Kabanda, who seconded the motion, commended Alupo for effectively representing both the President and Uganda at major international forums, including the 2025 United Nations General Assembly in New York, African Union summits, and BRICS meetings.
“She has carried Uganda’s voice to the world stage, addressing global leaders at different meetings and complementing the President’s efforts in advancing Uganda internationally,” Kabanda said.
On the approval of Prime Minister Nabbanja, Members of Parliament praised her hands-on leadership style, describing her as hardworking and approachable during her first term in office.
Lira City Woman MP, Hon. Ruth Aceng, who moved the motion for Nabbanja’s approval, lauded her performance, particularly her role in coordinating government business and responding to national emergencies.
“As the first woman to hold the office of Prime Minister, she oversaw the exemplary discharge of government business. She coordinated the Covid-19 response and ensured relief support reached intended beneficiaries,” Aceng said.
Aceng also credited Nabbanja for her involvement during natural disasters, where she visited affected communities and ensured relief items reached those in need.
On parliamentary business, Aceng commended Nabbanja for maintaining a strong performance record, including tabling motions, responding to Prime Minister’s questions, and ensuring ministers addressed concerns raised by legislators.
Speaking after her approval, Vice President Alupo expressed gratitude for the renewed confidence and pledged continued dedication to service.
She urged Parliament to work in unity and focus on the interests of Ugandans.
“Let us stick to what unites us rather than what divides us. The opportunity has been bestowed upon us by the people of Uganda to serve them, especially bearing the vision of wealth and job creation,” Alupo said.
She also called on Members of Parliament to support efforts aimed at integrating more Ugandan households into the money economy.
Prime Minister Nabbanja pledged to strengthen cooperation between the Executive and Legislature.
“I commit to continue building on the strong foundation already in place by effectively leading a robust service delivery team, both political and technical, that responds to the needs of the people,” she said.
In a related development, Speaker Oboth informed the House that the National Unity Platform (NUP) had re-appointed Hon. Joel Ssenyonyi as Leader of the Opposition and Jinja South Division East MP, Hon. Paul Mwiru, as Chief Opposition Whip.
Ssenyonyi reaffirmed the opposition’s role in holding government accountable.
“Keeping government in check is for the good of all of us, and we should happily do that,” he said.
He also urged the Speaker to intensify efforts against corruption and ensure fairness and equal treatment for all Members of Parliament.
