KISORO: Kisoro District LC5 Chairman Abel Bizimana was on Thursday suspended from attending a district council session by District Speaker Amos Hakizimana over allegations of unethical conduct and misconduct as Council approved 57,587,763,000 Billion Shillings for the the F/Y 2024/2025 with Education taking a lion’s share of 22 Billion followed by health with 16 Billion.
The incident occurred after Hakizimana prohibited Bizimana from making submissions due to his failure to inform the speaker about his intended submissions in advance. This decision followed a request by Southern Division Councillor Agaba James, who asked the speaker to present a letter written to his office by Bizimana, granting him permission to make his submission in the council.
Agaba’s request was in line with a formal letter previously sent to Bizimana, outlining the required procedure. Agaba emphasized that the speaker should not personalize the office. On March 25, 2024, the district speaker had written to Bizimana, instructing him to submit his contributions at least three days before the council meeting.
Hakizimana reiterated that, despite Bizimana’s status as chairperson, he must adhere to the council’s rules of procedure.
