Residents of Kisoro Municipality have raised serious concerns over growing insecurity and confusion during the ongoing National Resistance Movement (NRM) party campaigns. They allege that political rallies have increasingly become hotspots for verbal confrontations and, in some instances, physical altercations among rival supporters.
In interviews with our reporter, several residents expressed dismay over repeated clashes between supporters of parliamentary aspirants Sam Byibesho and Dr. Leo Mfitimana. The rival camps have reportedly exchanged hostile words and engaged in disruptive behavior at nearly every rally venue. Supporters of another contender, Emmanuel Maniraguha, have also been accused of sabotaging question-and-answer sessions during campaign events.
Witnesses claim some of these supporters have attempted to silence residents, threatening or even physically assaulting those who try to ask critical questions. “We no longer feel free to engage with the candidates or listen to their manifestos in peace,” one resident lamented.
Many residents argue that rallies, which should be platforms for understanding the candidates’ visions, have instead devolved into battlegrounds. They further blame the disorder on the involvement of non-local security personnel and the hiring of external supporters. According to them, some candidates have brought in individuals from outside Kisoro Municipality and even outside Kisoro District, fueling tensions and disrupting the usually peaceful campaign environment.

Responding to the allegations, Emmanuel Maniraguha acknowledged the disorder at recent rallies but blamed his opponents for failing to adhere to campaign guidelines. He claimed that the past three rallies were marked by confusion instigated by rival supporters, while reaffirming his commitment to a lawful and respectful campaign.

Dr. Leo Mfitimana, another parliamentary aspirant, echoed the concerns of residents and emphasized the need for peace and stability during this critical political season. He accused some contenders of hiring non-local supporters to disrupt the campaigns and stir confusion.
He further noted that his campaign remains focused on peace, unity, and development, and called on the police and other security agencies to remain vigilant as the campaigns draw to a close.

As of the time of publication, Sam Byibesho had not publicly responded to the allegations raised by both residents and fellow candidates.
With the NRM primaries fast approaching, residents and local leaders are calling for calm to be restored, urging all parties to uphold peace and ensure that candidates are given a fair and intimidation-free platform to campaign.
