The Rukungiri District Chief Administrative Officer (CAO), Hajji Swalihk Wasswa Masokoyi, has been transferred to Kaberamaido District in Eastern Uganda, marking the end of a highly impactful four-year tenure.
Speaking to our reporter at the Rukungiri District Headquarters, Masokoyi confirmed that he received his transfer letter on Monday from the Permanent Secretary of the Ministry of Local Government.
He expressed deep appreciation to the people of Rukungiri for their cooperation, particularly the district leadership, whom he commended for their integrity and commitment to service delivery.
“When I arrived, Rukungiri was ranked 127th nationally in service delivery. Last financial year, we rose to 8th, and I am confident the district will rank among the top two this year,” Masokoyi said.
Under his stewardship, the district’s local revenue more than doubled, from approximately Shs800 million to over Shs1.5 Billion annually.
His tenure saw significant infrastructure development, including the construction of three seed secondary schools in Nyakyishenyi, Kebisoni, and Bikurungu Town Council.
He also supervised the building of staff houses for health workers, road rehabilitation projects, and spearheaded recruitment and promotions in the public service sector.
Additionally, he championed mindset change among civil servants to enhance efficiency and accountability.
Masokoyi urged the current leadership to safeguard and build upon the legacy he established alongside the Resident District Commissioner (RDC) and the LC5 Chairperson.
Reports indicate that Fredrick Byekwaso, currently the CAO of Pallisa District and a native of Nakasongola, is expected to assume office as the new Rukungiri CAO.
