Protests Erupt Over Delayed Handover of Ugx 7.8 Bn Hospital Hostel in Kabale

KABALE – Officials at Kabale Regional Referral Hospital in Kabale District are raising concerns over the prolonged delay in the handover of a hostel for health workers and interns worth 7.8 billion shillings.

Astonishingly, this facility has remained locked for an entire year despite its completion.

In May 2017, the government awarded the construction contract to Musuuza Building Contractors Limited. However, the contract officially expired on June 3, 2022. Regrettably, the contractor has refused to hand over the project until the government settles an outstanding bill of 790 million shillings in extra expenses.

This unfortunate situation has had serious repercussions. Dr. Filbert Nyeko, the Director of Kabale Regional Referral Hospital, and Dr. Ananias Muhunde, the Hospital Board Chairperson, lament that the delayed handover has forced the 40 intern doctors recently deployed to the hospital to seek accommodation in town and other areas, which lack adequate security.

Expressing his concern, Kabale Deputy Resident District Commissioner, Andrew Ronald Bakaki, has vowed to petition the State House Anti-Corruption Unit to investigate the matter, suspecting possible collusion between the contractor and Ministry of Health officials with the intent to defraud the government.

Contradicting these allegations, the Commissioner for Communicable Disease Prevention and Control at the Health Ministry, Dr. Patrick Tusiime, visited the hospital recently and refuted any wrongdoing by the ministry or the contractor. He assured that he would present the issue to the ministry’s top management for further discussion.

In contrast, the Director of Musuuza Building Contractors Limited, Michael Musuuza, declined to comment on the ongoing issue. In May of this year, State Minister for Economic Monitoring, Beatrice Akello Akori, issued a directive to the contractor, instructing them to hand over the facility within one month. Unfortunately, this directive went unheeded.
