
More than 10 aspirants have been blocked from nomination in Kabale District after presenting forged National Identification Numbers (NINs) during the ongoing exercise for LC5 Chairperson, District Councilors, and Special Interest Groups.
Kabale District Electoral Commission Returning Officer, Aisha Nansubuga, confirmed the development but declined to disclose the identities of the affected aspirants. She explained that the individuals were advised to return with authentic documents before seeking nomination.
Nansubuga, who is presiding over the nomination exercise at Kabale District Rukiko Hall, emphasized that strict verification systems have been put in place to detect and prevent acts of forgery.
She warned aspirants against attempting to bypass electoral guidelines, saying such malpractice undermines the integrity of the process.

Meanwhile, Flavia Kanagizi Nyinakiiza has been nominated as the female District Councilor for Kaharo Sub-county on the NRM ticket. Kanagizi, who also serves as the Kabale District Speaker, pledged to lobby for better education, improved health services, and enhanced service delivery once elected.
Kabale District Vice Chairperson, Miria Tugume, was also nominated on the NRM ticket to represent Butanda Sub-county as the female District Councilor. Tugume promised to provide good leadership and advocate for quality health care for her constituents.
Gilbert Kadawa Niwaganyira, the current Butanda Sub-county male councilor, was nominated to defend his seat. Niwaganyira vowed to continue advocating for improved road infrastructure and access to clean water.
He highlighted that his constituency had been disadvantaged after over Shs156 million earmarked for water projects was returned to the Treasury, and pledged to ensure the construction of water tanks if re-elected.
On the opposition side, Serina Kyomukama was nominated as Councilor for Central Division on the People’s Front for Freedom (PFF) ticket. Kyomukama, who also chairs PFF in Kabale Municipality, said she will prioritize service delivery and remain steadfast despite what she described as intimidation and mistreatment of opposition members by security forces.
Kabale District Returning Officer, Nansubuga, said the nomination exercise began smoothly.
The nomination exercise for District Councilors runs from today until 24th September 2025, while nominations for District and City Chairpersons, Lord Mayor, and Councilor’s, including Special Interest Groups (SIGs), will take place from today until 5th September 2025.
