The Ministry of Justice and Constitutional Affairs has officially launched the Attorney General’s Chambers Kabale Regional Office in a move aimed at bringing legal advisory services, civil litigation, legislative drafting services, succession management, public trustee functions, as well as regulation of legal practice and legal education closer to residents of the Kigezi Sub-region.
The Kabale Regional Office is among five regional offices established under the Ministry’s Strategic Plan 2025–2030, alongside Hoima, Masaka, Iganga, and Lira, which are also scheduled for rollout during the 2025/2026 financial year.
Speaking during the official launch in Kabale Municipality, the Deputy Solicitor General, Charles Ouma, said the new office will relieve residents of the burden of traveling long distances to Mbarara to access services from the Ministry of Justice and Constitutional Affairs.
He noted that the development aligns with the Ministry’s overarching goal of improving access to justice for all, while serving as a key hub for the delivery of timely and efficient legal services.
He added that the office will contribute to the swift resolution of disputes, foster economic development, and promote harmonious coexistence within communities.

Presiding over the launch, the Chief Justice of Uganda, Dr Flavian Zeija, described the establishment of the regional offices as a significant milestone in the decentralization of legal services and a major step towards strengthening the rule of law in the Kigezi Sub-region.
He observed that previously, the entire western region was served by only a few state attorneys, noting that the establishment of the Kabale office will significantly ease the delivery of legal services and improve access to legal advice.
Dr Zeija further stated that the regional centres will help overcome challenges related to distance and bureaucracy, serving as legal conduits that provide timely guidance to local governments and ensure administrative decisions are legally sound.
He also emphasized that prompt filing of court proceedings and consistent attendance of state attorneys in courts would promote the resolution of disputes involving government before they escalate into prolonged litigation, thereby safeguarding taxpayers’ interests at the local level.
The Chief Justice called upon all government attorneys and legal officers to uphold the highest standards of professionalism, integrity, and diligence to ensure the office is recognized for transparency and commitment to the public good.
