Parliament has received loan requests worth about US$399 million to boost health, agriculture, and infrastructure development.
The proposals were tabled on Wednesday, 3 September 2025, by State Minister for Finance (General Duties), Hon. Henry Musasizi, during a plenary chaired by Speaker Anita Among.
The loans include US$47.5 million for the construction and equipping of oncology centres in Mbale and Arua, US$99.56 million from the International Fund for Agricultural Development (IFAD) for the Resilient Livestock Value Chain Project, and US$252 million from the African Development Bank and African Development Fund for the Busega–Mpigi Expressway.
Minister Musasizi explained that the health sector loans comprise €9.4 million from Unicredit Bank Austria for Mbale Oncology Centre, and US$36.5 million from the Islamic Development Bank for Arua Oncology Centre and radiotherapy equipment in Mbale.
Speaker Among reminded MPs of their constitutional role in approving loans, stressing urgency in the IFAD request.
“The deadline for signing this loan is 12 September 2025. Failure to process it before then would cause cancellation. This loan also has a grant component,” she said, directing the Committee on National Economy to report back by Tuesday, 7 September 2025.
All the proposals were referred to the Committee on National Economy for scrutiny before final consideration by the House.
