The Uganda Communications Commission (UCC) has announced a nationwide enforcement campaign targeting individuals and businesses operating public Wi-Fi hotspot services without the required licences, in a move aimed at protecting consumers and safeguarding the country’s communications infrastructure.
In a statement issued on Tuesday, the regulator said the operation will be conducted in partnership with licensed Internet Service Providers (ISPs), telecommunications operators and other relevant government agencies.
UCC said the enforcement exercise is intended to ensure that all public internet service providers comply with the provisions of the Uganda Communications Act, which mandates the Commission to regulate telecommunications, broadcasting, radio communications, postal services, data communications and communications infrastructure across the country.
The Commission noted that Uganda has experienced rapid growth in internet access, creating new business opportunities as demand for affordable connectivity continues to rise. However, it warned that providing public internet services without the necessary licences is illegal and undermines efforts to maintain a secure and reliable communications sector.
According to UCC, investigations have revealed that several unlicensed operators have installed telecommunications equipment to offer unauthorised public Wi-Fi services. The regulator said such operations pose serious risks to consumers, including unreliable internet services, data privacy breaches, cybersecurity threats and lack of customer protection.
“Licensing internet service providers is more than just permission to operate. It ensures adherence to quality standards, protection of consumer information, customer support and compliance with cybersecurity requirements,” the Commission said.
UCC urged individuals and businesses currently providing unlicensed public Wi-Fi services to regularise their operations immediately or discontinue the services to avoid enforcement action.
The regulator also advised consumers to obtain internet services only from licensed providers or their authorised agents to guarantee secure and reliable connectivity. Customers can verify whether an internet service provider is licensed by checking the official list published by UCC.
Members of the public have also been encouraged to report suspected illegal public Wi-Fi services through the Commission’s toll-free line.
UCC reaffirmed its commitment to promoting a secure, innovative and affordable communications environment as Uganda continues to expand its digital economy and internet access nationwide.
